では、王たちはいかなる権利で統治するのか？ その権威と権力の根拠はいずこにある？ もし神の御心に背きながら、 玉座にひとときでも居座り続ける者がいるなら、 それは頑迷なラバに等しい。 「神の意思によらぬことは何ひとつ無い。 起こることすべては神の御心だ。」 そうであるなら―― 愚か者が神の御業を妨げ、 悪党がそれを押しとどめることができるのか？ もし可能だと言うなら――冒涜するつもりはないが―― 神ご自身が「過失責任」を負っていることになる。
